Bioterrorism Paula J. Olsiewski, Program Director Additional Grants in Citizen Preparedness Under a 2005 grant to the Center for Strategic and International Studies (CSIS), former Secretary of the Navy Richard J. Danzig is developing a national bioterrorism strategy that emphasizes citizen preparedness. A trustee grant in 2005 to the Council for Excellence in Government has supported the development of tools to help individuals and communities measure their readiness and preparedness. The Council released the Public Readiness Index (www.whatsyourrq.org) in December 2006. With Sloan support in 2005, the Empowerment Institute is developing a pilot scale up in New York City of “All Together Now” (ATN), a program to improve preparedness by creating community-based disaster resiliency, http://www.empowermentinstitute.net/atn/index.html. An officer grant in 2003 to the NYC Office of Emergency Management supported the early development of READY New York, a program to help educate New Yorkers about the hazards they face and ways to better prepare themselves, www.nyc.gov/html/oem/html/ready/ready.shtml. In the fall of 2003, the trustees approved support for the America Prepared Campaign, a 15 month all-out drive led by Steven Brill to galvanize Americans to prepare themselves and their families for terrorist attacks. In the summer of 2002, the Foundation approved a grant to the RAND Corporation to define practical steps that citizens can take to prepare for and respond to catastrophic terrorist attacks and develop an implementation strategy. The report, entitled “Individual Preparedness and Response to Chemical, Radiological, Nuclear, and Biological Terrorist Attacks” is available online. An officer grant was provided in 2002 to the National Organization on Disability to enhance the emergency preparedness section of their website. Other Citizen Preparedness Grants are listed below: The Health Science Center at Brooklyn Foundation: To develop a business plan for the New York Center for Bioterrorism Prevention, Preparedness and Training to be located at the Brooklyn Army Terminal. (2005) Columbia University: To support a pilot study of terrorism related to children. (2005) Council of State Governments: To improve terrorism preparedness by outlining content for public education and information standards. (2005) The Mayor's Fund to Advance New York City: To conduct planning activities for the development of a terrorism preparedness initiative for NYC's cultural institutions. (2004) Citizens Committee for New York City: To support "The Prepared Neighborhood" initiative to improve disaster preparedness in New York City. (2004) World Cares Center: To support a disaster preparedness fair to take place in New York City on August. 2004 Thomas Shortman Training School & Safety Fund - Local 32B-J: To support "Project Safe and Secure: Summer 2004" to train building service workers to prepare for and respond to terrorism. (2004) National Defense University Foundation: To prepare citizens for terrorism by printing and distributing: "Coping with an Attack: A quick Guide to Dealing with Biological, Chemical, and ‘Dirty Bomb’ Attacks." (2004) Center for Strategic and International Studies: To provide partial support for a one-day conference: "Americans and Homeland Security." 2003 Fund for The City of New York: To support the Preparedness Project public information campaign.
